Accessibility to polling stations - CNE Joint Circular and Accessibility Questionnaire
Updated : 25/07/2025
The National Electoral Commission (CNE) and the National Institute for Rehabilitation (INR, I.P.), taking into account the Electoral Law of the Bodies of Local Authorities, drafted a joint circular, which was sent to all Portuguese municipalities, calling for the adoption of necessary measures to ensure the appropriate conditions of accessibility and security to all electorate citizens, in particular people with restricted mobility, since the right to vote is a right of all citizens.
This communication is accompanied by a Checklist of Minimum Conditions of Accessibility to Assemblies/Voting Sections, with which it is intended to verify that the spaces where the Assemblies/Voting Sections will be installed are equipped with at least an accessible route that provides safe and comfortable access for people with restricted mobility between the public road, the main place of entry/exit, the table of the Assembly and the voting chamber.
According to the Preamble of the Decree-Law No 163/2006 of 8 August 2006 (DL 163/2006), ‘The promotion of accessibility is a fundamental element in people’s quality of life and is an essential means of exercising the rights conferred on any member of a democratic society, contributing decisively to a greater strengthening of social ties, to greater civic participation by all those who are part of it and, consequently, to a growing deepening of solidarity in the social state governed by the rule of law.’
The right to vote is a right of every citizen and it is up to us to make it possible without any restriction!
