Programa para a Inclusão e Cidadania (PIC)

The Programme for Inclusion and Citizenship (PIC) aims to define the guidelines and essential content of awareness-raising and training actions for strategic audiences, embodying the Basic Referential of Operation Typology (TO) – Empowerment of strategic audiences for citizenship and inclusion, with a view to the inclusion of PCDI, determining what will be eligible for funding, by the PT2030 – Thematic Programme Demography, Qualifications and Inclusion, within the scope of the call for tenders PESSOAS-2025-5.

This framework is organized into three types of actions, namely:

  • Typology A – action of a cross-cutting nature, of a mandatory nature, to the participation of actions of typologies B and C;
  • Typology B – actions with specific subjects for Persons with Disabilities (PDCPs), their families and professionals working in NPOPDs and social responses for Persons with Disabilities;
  • Typology C – actions with specific subjects for professionals with roles or responsibilities in promoting citizenship and a more inclusive society, as well as Persons with Disabilities or Disabilities (PDPCs), their families and professionals working in DPNGOs.

All the awareness-raising and training actions to be carried out under the PIC must include the action of typology A, aggregating actions of typologies B and or C, according to the target audiences for which it is intended, participation in the action of typology A being a prerequisite for people participating in the actions of typologies B and C.

Each beneficiary entity must adopt a set of awareness-raising and training actions that it considers to meet the needs of its target audience, and may contemplate all the actions or choose to select some of the typologies B and C, among the various available in the Referential.

It is noteworthy that this Referential can be used outside the scope of TO financing, as a resource for the implementation of awareness-raising actions and training of strategic audiences, with a view to the inclusion of PCDI.
