Applications for Operating Support 2021 will take place between 1 and 31 December 2020, in accordance with Article 27(2) of the Regulation on Financial Support for the Functioning of NGOs (Regulation No 1026/2020, published in the Portuguese Official Gazette on 18 November).

When all the tabs of the Application Form (Face and ID, Human Resources, Travel, Charges, Material, Total and Declaration) are filled in, it must be recorded in PDF, signed and sent to inr@inr.mtsss.pttogether with the documents referred to in Article 8 of the Regulation.

Attention is drawn to the correct identification of those responsible at the end of the application form, since they are the ones who will sign the Cooperation Protocol, to be established between the INR and the respective NGOPD.

Clarification note:

The new Regulation on financial support for the operation of general NGOs – Regulation 1026/2020 – was published on 18 November 2020.

Under the terms of that Regulation, the formalisation of the application for financial support for the operation of the NGOs must be accompanied by various documents, including ‘the budget provided for the year to which the support relates, from the affiliated NGOs, in the case of an application submitted by a union, federation or confederation, indicating the amount to be reimbursed by the INR, I.P. per eligible expenditure and identifying the sources of revenue corresponding to the expenditure submitted, in accordance with the application form made available annually on the INR, I.P. website’ (Article 8(1)(f)).

In accordance with Article 10(1)(d) of the same Regulation, all applications which ‘are not accompanied by the documents provided for in Article 8’ will be rejected.

In view of the above, and given that it was faced with a constraint on the part of many affiliated members, by the time they became aware of this new standard, the budgets had already been drawn up and many even approved by the General Assembly, without specifying the amount that they expect, in each of the eligible expenses, to receive from the INR to support its operation.

However, under the Regulation, this would be a ground for exclusion, as already mentioned.

Thus, and bearing in mind that this is a new rule, which did not exist in previous years;

whereas, for various reasons, it was not possible to publish the New Regulation until 18 November;

On 22 December 2020, the Governing Board of the National Institute for Rehabilitation (Instituto Nacional para a Reabilitação, I.P.) decided that applications for operating financial support for 2021 may, exceptionally, be submitted, as an alternative to the ‘budget provided for the year to which the support relates, from the affiliated NGOPD, in the case of an application submitted by union, federation or confederation, indicating the amount to be reimbursed by the INR, I.P. for eligible expenditure and identifying the sources of revenue corresponding to the expenditure submitted, in accordance with the application form made available annually on the INR, I.P. website’, by a declaration from the competent body indicating the amount to be reimbursed by the INR, I.P. for eligible expenditure and identifying the sources of revenue corresponding to the expenditure submitted, in accordance with the application form made available annually on the INR, I.P. website.
