No passado dia 5 de maio de 2026, a AFSD – Cavalo Azul assinalou o Dia Europeu da Vida Independente com a realização de duas iniciativas públicas que evidenciam o seu compromisso com a promoção da autonomia, inclusão e participação plena das pessoas com deficiência. No âmbito das comemorações, foi apresentado o documentário “Vidas com Escolha”, produzido pelo Centro de Apoio à Vida Independente da AFSD – Cavalo Azul e cofinanciado pelo Instituto para os Direitos das Pessoas com Deficiência, I.P., no contexto do projeto “Vamos Falar Sobre… Vida Independente”, concluído em dezembro de 2025. A obra reúne testemunhos reais e experiências significativas, dando voz a pessoas que beneficiam da Assistência Pessoal e evidenciando o impacto desta resposta na concretização de percursos de vida mais autónomos e autodeterminados. On 5 May 2026, the AFSD – Blue Horse marked the European Day of Independent Living with two public initiatives highlighting its commitment to promoting the autonomy, inclusion and full participation of people with disabilities. As part of the celebrations, the documentary ‘Life with Choice’ was presented, produced by the AFSD’s Centre for Independent Living – Blue Horse and co-financed by the Institute for the Rights of Persons with Disabilities, I.P., in the context of the ‘Let’s Talk About … Independent Living’ project, completed in December 2025. The work brings together real testimonies and significant experiences, giving voice to people who benefit from Personal Assistance and highlighting the impact of this response in the realization of more autonomous and self-determined life paths. O Instituto para os Direitos das Pessoas com Deficiência, I.P. (IDiPD, I.P.), em coorganização com o Programa Iberoamericano sobre os Direitos das Pessoas com Deficiência (PID), promoveu no passado dia 27 de maio o webinar internacional “Da Convenção à Implementação: a experiência dos Modelos de Assistência Pessoal na Europa e no Espaço Iberoamericano”, no âmbito das comemorações do Dia Europeu da Vida Independente. A iniciativa reuniu representantes institucionais, especialistas internacionais, organismos europeus e entidades públicas de vários países iberoamericanos e europeus, contando com cerca de 300 participantes, e teve como principal objetivo promover a reflexão e a partilha de experiências sobre modelos de vida independente, assistência pessoal e processos de desinstitucionalização, em conformidade com a Convenção das Nações Unidas sobre os Direitos das Pessoas com Deficiência, em particular o artigo 19.º. Na sessão de abertura, o Presidente do Programa Iberoamericano sobre os Direitos das Pessoas com Deficiência, Jesús Martín, destacou a assistência pessoal enquanto instrumento essencial para garantir liberdade de escolha, autonomia e participação plena na comunidade. Por sua vez, a Secretária de Estado da Ação Social e da Inclusão, Clara Marques Mendes, reafirmou o compromisso do Governo português com a promoção da autonomia e autodeterminação das pessoas com deficiência, destacando o percurso de implementação do Modelo de Apoio à Vida Independente (MAVI) em Portugal, atualmente operacionalizado através de 35 Centros de Apoio à Vida Independente (CAVI) e abrangendo cerca de 1.200 beneficiários. Ao longo do webinar foram debatidos os principais desafios e oportunidades associados à implementação de modelos de assistência pessoal e vida independente, tendo sido salientada a necessidade de reforçar os serviços comunitários, assegurar financiamento adequado, promover a desinstitucionalização e consolidar políticas públicas centradas nos direitos humanos. A especialista internacional Amalia Gamio Ríos destacou a distinção entre modelos assistencialistas e assistência pessoal baseada em direitos humanos, defendendo que esta deve ser dirigida pela própria pessoa com deficiência, respeitando as suas escolhas individuais e promovendo autonomia e dignidade. No contexto europeu, Hayden Hammersley, representante do Fórum Europeu da Deficiência, alertou para a persistência de situações de institucionalização na União Europeia, sublinhando a necessidade de reforçar o investimento em assistência pessoal, habitação acessível e serviços comunitários. O webinar integrou ainda a apresentação de experiências internacionais desenvolvidas em Portugal, Costa Rica, Eslovénia e Espanha, evidenciando diferentes modelos e abordagens na promoção da vida independente. As intervenções permitiram identificar desafios comuns, designadamente a necessidade de alargar a cobertura territorial dos apoios, reforçar a formação de assistentes pessoais e promover respostas mais personalizadas e centradas na autonomia das pessoas com deficiência. Na sessão de encerramento, a Presidente do Conselho Diretivo do IDiPD, I.P., Sónia Esperto, sublinhou a importância da cooperação internacional e da partilha de boas práticas enquanto instrumentos fundamentais para o desenvolvimento de políticas públicas mais inclusivas, sustentáveis e alinhadas com os princípios da Convenção das Nações Unidas sobre os Direitos das Pessoas com Deficiência. (IDiPD, I.P.), in co-organization with the Iberoamerican Program on the Rights of Persons with Disabilities (PID), promoted last May 27 the webinar International “From Convention to Implementation: the experience of Personal Assistance Models in Europe and the Ibero-American Area” as part of the celebrations of the European Day of Independent Living. The initiative brought together institutional representatives, international experts, European bodies and public entities from various Ibero-American and European countries, with around 300 participants, and its main objective was to promote reflection and the sharing of experiences on independent living models, personal assistance and deinstitutionalisation processes, in line with the United Nations Convention on the Rights of Persons with Disabilities, in particular Article 19.º. At the opening session, the President of the Ibero-American Program on the Rights of Persons with Disabilities, Jesús Martín, highlighted personal assistance as an essential tool to ensure freedom of choice, autonomy and full participation in the community. The Secretary of State for Social Action and Inclusion, Clara Marques Mendes, reaffirmed the Portuguese Government's commitment to promoting the autonomy and self-determination of people with disabilities, highlighting the implementation of the Independent Living Support Model (MAVI) in Portugal, currently implemented through 35 Independent Living Support Centres (CAVI) and covering around 1,200 beneficiaries. Throughout the webinar the main challenges and opportunities associated with the implementation of personal assistance and independent living models were discussed and the need to strengthen community services, ensure adequate funding, promote deinstitutionalisation and consolidate human rights-centred public policies was highlighted. The interventions identified common challenges, including the need to extend the territorial coverage of support, strengthen the training of personal assistants and promote more personalised responses focused on the autonomy of persons with disabilities. At the closing session, the Chair of the Governing Board of IDiPD, I.P., Sónia Esperto, underlined the importance of international cooperation and sharing best practices as key tools for developing more inclusive, sustainable public policies aligned with the principles of the UN Convention on the Rights of Persons with Disabilities. Baião hosts the National Festival of the “School Alert!” Competition Next day 12 June , will take place, no Group of Schools of Southeast Baião , the National Awards Ceremony of the Alert School! Competition 2025/2026 (22.ª edition). The choice of the host school reflects the recognition of the work developed in this edition, having the Group of Schools of the Southeast of Baião obtained the 1.º Category 2 award (2.º and 3.º cycles of Basic Education). Promoted by the Institute for the Rights of Persons with Disabilities (IDiPD, I.P.), the competition distinguishes projects developed by students from Pre-School Education and Primary and Secondary Education that contribute to the promotion of inclusion, equal opportunities and the rights of persons with disabilities. “School Alert!” challenges the educational community to identify barriers to participation and to come up with concrete solutions that promote a more inclusive school and society, asserting itself as a reference initiative in promoting active citizenship. In the 2025/2026 edition, they were presented 48 applications , involving 2281 students and 267 teachers , from 45 schools distributed by 14 counties and the autonomous regions of the Azores and Madeira . The competition is organised in three categories: Category 1 – Pre-School Education and 1.º Cycle of Basic Education Category 2 – 2.º and 3.º basic education cycles Category 3 – Secondary education During the ceremony, the winning projects will be presented and trophies, diplomas and prize money awarded to the distinguished schools, worth 2,000 euros (1.º place), 1,000 euros (2.º place) and 750 euros (3.º place), in each category. A escolha da escola anfitriã reflete o reconhecimento do trabalho desenvolvido nesta edição, tendo o Agrupamento de Escolas do Sudeste de Baião obtido o 1.º prémio da Categoria 2 (2.º e 3.º ciclos do Ensino Básico). O Instituto para os Direitos das Pessoas com Deficiência, I.P. (IDiPD, I.P.), marcou presença, a convite do Serviço Municipal de Proteção Civil de Santo Tirso e na qualidade de observador, na fase final da primeira edição das Olimpíadas Metropolitanas de Proteção Civil, realizada no passado dia 1 de junho, na Fábrica de Santo Thyrso, localizada no município tirsense. A iniciativa, que decorreu no dia em que se assinala o Dia Mundial da Criança, reuniu 31 crianças e jovens, dos 8 aos 15 anos, provenientes de 11 dos 17 municípios da Área Metropolitana do Porto, estimando-se que, ao longo das diversas fases da competição, tenham participado mais de 10 mil alunos. A fase final, que envolveu uma prova teórica e bancas práticas, permitiu premiar os participantes com melhor desemprenho em três escalões: Mini (dos 8 aos 10 anos), Júnior (dos 10 aos 12 anos) e Sénior (dos 12 aos 15 anos). As Olimpíadas Metropolitanas de Proteção Civil assumem-se como uma ideia inovadora e de elevada relevância na promoção de comunidades e territórios mais resilientes, procurando “combater, desde cedo, a baixa literacia em autoproteção e mitigar uma realidade em que a maior parte dos jovens não sabe como agir numa emergência. Visam, por isso, formar cidadãos desde cedo. Comunidades informadas reduzem riscos e respondem melhor a emergências” , tal como foi evidenciado pelo Secretário Metropolitano Tiago Araújo, na página institucional da Área Metropolitana do Porto. The Institute for the Rights of Persons with Disabilities, I.P. (IDiPD, I.P.), was present, at the invitation of the Municipal Civil Protection Service of Santo Tirso and as an observer, in the final phase of the first edition of the Metropolitan Civil Protection Olympics, held on June 1, at the Santo Thyrso Factory, located in the municipality of Tirso. The initiative, which took place on the day that marks World Children's Day, brought together 31 children and young people, aged 8 to 15, from 11 of the 17 municipalities of the Metropolitan Area of Porto, and it is estimated that, throughout the various phases of the competition, more than 10,000 students participated. The final phase, which involved a theoretical test and practical stands, allowed to reward the participants with better unemployment in three levels: Mini (aged 8 to 10), Junior (aged 10 to 12) and Senior (aged 12 to 15). The Metropolitan Civil Protection Olympics are an innovative idea and of high relevance in the promotion of more resilient communities and territories. “combating low self-protection literacy from an early age and mitigating a reality where most young people do not know how to act in an emergency. Therefore, they aim to train citizens from an early age.
