The National Institute for Rehabilitation, in the context of its responsibilities, promotes the promotion of cooperation with the social partners and non-governmental organisations, as well as with other public and private entities with social and representative responsibilities of civil society, formalising in this context partnerships involving the following areas:

Inclusion Desk – Municipalities

The National Institute for Rehabilitation celebrates, since November 22, 2018, a cooperation protocol with several Municipalities, which aims to create a Municipal Inclusion Desk that ensures access to information for people with disabilities, since this is a basic condition for the full exercise of citizenship, because only in this way can these citizens assume the rights and civic duties recognized to any citizen in a rule of law.

This protocol is based on the following principles:

  • whereas access to information is of particular importance for the promotion of equal opportunities policies;
  • whereas the purpose of the Inclusion Points is to provide people with disabilities/disability with specialised assistance on the subject of disability/disability, which includes comprehensive and integrated information on their rights and existing benefits and resources, including social benefits and responses, employment and vocational training, support products/technical aids, tax benefits, accessibility and transport, early intervention and education, supporting them in finding the most appropriate solutions to their specific situation;
  • whereas municipalities are responsible for informing and defending citizens’ rights and for providing services in partnership with the competent central government bodies to dependent social strata; e
  • the Ministry of Labour, Solidarity and Social Security, through the National Institute for Rehabilitation, in the pursuit of the implementation of policies aimed at people with disabilities.

Sport

Under Law No 5/2007 of 16 January 2007 – Basic Law on Physical Activity and Sport and Decree-Law No 273/2009 of 1 October 2009 – Legal Framework for Sports Development Programme Contracts, sports development programme contracts are concluded in partnership between the National Institute for Rehabilitation, the Portuguese Institute for Sport and Youth, I.P. and the Portuguese Paralympic Committee, for the period of implementation of the programmes covered by the contracts.

  • Tokyo 2020 and Paris 2024 Paralympic Preparation Programme

Sign Language in the Justice System

Cooperation Agreement between the National Institute for Rehabilitation, the Ministry of Employment and Social Security, the Ministry of Justice, and the Portuguese Association of the Deaf (later the Portuguese Federation of Associations of the Deaf).

Transport - CP

The National Institute for Rehabilitation and CP - Comboios de Portugal, E.P.E., have established special tariff conditions for persons with disabilities who decide to travel on the Alfa Pendular, Intercidades, Regional and Interregional and Urban trains of CP, for 2nd class/tourist tickets.

This protocol concluded between the INR and CP, integrates three types of benefits guaranteed to people with disabilities:

Benefit 75% discount on ticket purchase.

For whom it is intended:

  • persons with disabilities with a degree of incapacity equal to or greater than 80%;
  • To the disabled in the Armed Forces with a degree of disability equal to or greater than 80% who travel in Alfa Pendular and Intercidades services.

Benefit 25% discount for the accompanying person of the person with disabilities

For whom it is intended:

  • persons with disabilities who have a degree of incapacity equal to or greater than 80%;
  • Disabled persons in the Armed Forces with a degree of disability equal to or greater than 80% who travel in Alfa Pendular and Intercidades services;

The discount on the accompanying person's ticket is only valid for the same train, class and route.

Benefit 20% discount on ticket purchase.

For whom it is intended:

  • persons with disabilities with a degree of disability equal to or greater than 60% and less than 80%.

Conditions for verification of the three benefits

By submitting:

  • Identity Card or Citizen Card;
  • Multipurpose Disability Certificate (original or certified copy) or Armed Forces Disability Card.

This protocol has been in force since 4 March 2016, having revoked the two previous agreements, namely the 25% Disability Discount Agreement for Rail Transport and the Two-for-One Tariff Agreement. On 8 February 2018, the signature of the addendum to the cooperation agreement of 4 March 2016 was formalised, extending the scope of the benefits granted.
