The European Council established Next Generation EU, a tool to mitigate the economic and social impact of the crisis, contributing to ensuring long-term sustainable growth and addressing the challenges of the twin climate and digital transitions. This instrument contains the Recovery and Resilience Facility that frames the RRP, an investment plan for all Portuguese, based on three structuring dimensions:

• resilience;
• Climate transition;
• Digital transition.
