Extraordinary support for the employment of persons with disabilities

O Economic and Social Stabilisation Programme, approved on 6 June, through Resolution of the Council of Ministers No 41/2020, provides for extraordinary support for the integration of people with disabilities, through:

  • creating conditions to improve their integration into the labour market;
  • Local Partnerships for Employment and Training;
  • Exceptional extension of traineeships and projects IEC/IEC+ already implemented by the end of 2020, strengthening the training and integration component and promoting a better balance between improving the employability of beneficiaries and the needs of user entities;
  • Increased support for employment.

These measures, targeted at this particularly vulnerable group, are part of a package of employment measures aimed at addressing the effects of the expected reduction in employment from 3.9% in 2020 and the increase in the unemployment rate to 9.6%.

Within the scope of the Social Employment Market Network in the national territory, the government provides for the mobilization of local actors to respond to needs and publics not covered by the market, through:

  • Measure to support the emergency reinforcement of social and health equipment (MAREESS), which will be extended until the end of 2020, with the introduction of an ‘employment premium’ for entities hiring participants integrated in the projects for an indefinite period;
  • Local Partnerships for Employment and Training, with the involvement of municipalities, social economy and other local actors to promote the signalling and referral of very disadvantaged audiences for employment and/or training responses;
  • Accessibility Program for Public Services and on the Public Road;
  • Operationalization of accessibility programs to public buildings and on public roads, in order to ensure access and care for all people with disabilities. Starting of interventions to eliminate architectural barriers and create spaces with access conditions for all.

Reinforcement of home support services

  • Pilot experiences of 10 Day Units and Promotion of Autonomy (UDPA) - integrated response in the National Network of Integrated Continuous Care outpatients, for users with need of diversified health care and social support that do not require hospitalization. These units are intended for elderly people, victims of domestic violence, people with disabilities and children and young people at risk.
