2nd Forum "The 50 years of democracy and the path of non-institutionalization policies and measures" - Municipality of Viseu Forum (ENIPD 2021-2025)

The National Institute for Rehabilitation, I.P. (INR, I.P.), within the framework of the National Strategy for the Inclusion of Persons with Disabilities (ENIPD 2021-2025), continues to hold a set of forums, at national level, to promote discussion on strategies and non-institutionalization measures, based on the platforms of the Social Network and NGOPD.

The 2nd Forum "The 50 years of democracy and the path of non-institutionalization policies and measures" took place on March 14, at 2:30 p.m., involving local NGOs, social partners and users of the social responses of local NGOs. The initiative was attended by Armando Torrinha – President of APC Viseu, Odília Chisar – Technical Director of the Autonomous Residence of APPACDM Viseu, Sónia António – Director of the Social Response Center of the District Center of ISS, IP Viseu, Jorge Pina Ribeiro – User of the autonomous residence of APC Viseu and Aldina Rocha – User of the autonomous residence of APPACDM Viseu. This second forum was opened and closed by Rodrigo Ramos – President of the National Institute for Rehabilitation, IP.

This forum highlighted the journey of 50 years of democracy in the context of non-institutionalization measures, observing a growing concern to privilege the rights of people with disabilities with regard to their self-determination, respecting the will and preference of these people, although it is considered that there are opportunities for improvement in terms of accessibility, housing and employment.

It was agreed that the question of institutionalization or non-institutionalization will always depend on the freedom of individual choice, but also on the conditions more favorable to the person with disabilities, for one or the other situation.

The sharing between several partners of the same municipality allows the identification of problems, but also the joint articulation around solutions to them, intending with these forums to promote communication and networking.

The next forum on the subject will be held on 11 April, at 2.30 p.m., in a face-to-face format, involving the municipality of Lisbon.
