Updated: 23-10-2024

The Ibero-American Intergovernmental Network for Technical Cooperation (RIICOTEC) is an international technical cooperation instrument created in 1991 in Madrid by the current Institute for Migration and Social Services (IMSERSO), a body under the Spanish Ministry of Labour and Social Affairs, responsible for the development of actions in the Ibero-American space. The Network aims to promote the development of policies for the elderly (seniors) and people with disabilities, in all Ibero-American countries, through technical cooperation and exchange of experiences between institutions operating in those countries.

RIICOTEC aims to promote the exchange of experiences between the Spanish Government, through the Ministry of Labour and Social Affairs, and the Ibero-American countries, in order to strengthen the implementation of comprehensive government policies aimed at seniors and people with disabilities.

Members of RIICOTEC are the government institutions of the Ibero-American countries that formally express their membership, justified by their competence in implementing policies in favor of seniors and people with disabilities.

The Network is composed of 22 countries: Andorra; Argentina; Bolivia; Brazil; Colombia; Costa Rica; Cuba; Chile; Ecuador; El Salvador; Spain; Guatemala; Honduras; Mexico; Nicaragua; Panama; Paraguay; Peru; Portugal; Dominican Republic; Uruguay and Venezuela. Portugal joined in 1998.

Through this Network, the Ibero-American Program on the Rights of Persons with Disabilities (PID) was created for a period of four (4) years, with the aim of contributing to the inclusion of persons with disabilities in political, economic and social life, through policies that guarantee the full enjoyment and exercise of their rights.

12 countries participate in this programme: Andorra; Argentina; Costa Rica; Chile; Ecuador; Spain; Guatemala; Mexico; Panama; Paraguay; Dominican Republic and Uruguay.
