O Decree-Law No. 129/2017 of 9 October, approves the programme "Model Support for Independent Living" (MAVI), defines the rules and conditions applicable to the development of the activity of personal assistance, creation, organization, recognition and operation of Independent Life Support Centres (CAVI) as well as the eligibility requirements and the scheme for granting technical and financial support for pilot projects of personal assistance. The MAVI program is based on the provision of personal assistance to people with disabilities or disabilities, by CAVI, in various contexts, for the performance of activities of daily living and mediation that these, due to the limitations arising from their interaction with the conditions of the environment, cannot perform by themselves.

The MAVI program has the specific objective of constituting itself as an instrument of guarantee to people with disabilities or incapacity of access conditions for the exercise of their citizenship rights and for participation in the various contexts of life on an equal basis with others.
