Portugal and the Promotion and Protection of Human Rights in times of COVID-19

The Executive Secretariat of the National Commission for Human Rights (CNDH), an inter-ministerial human rights coordination body, has drawn up, on the basis of contributions provided by the various Ministries, including the MTSSS, the document “Portugal and the Promotion and Protection of Human Rights in Times of COVID-19 Pandemic”.
The document aims to systematise the main measures taken in the context of the pandemic, from the point of view of the promotion and protection of human rights, serving as a source of information in this regard. It includes various areas of human rights such as health, information, education, adequate housing, culture, vulnerable groups, the labour market, public services, sport, justice, security and national defence and gender equality.
In the area of the MTSSS, the main measures adopted for the promotion and protection of human rights in times of the COVID-19 pandemic stand out, which focus on the areas of ‘support for vulnerable groups (elderly people, people with disabilities, homeless people and children), ‘support for the labour market’ and ‘support for the social sector’.
