Statement of Accessibility and Usability

ONational Institute for Rehabilitation undertakes to make available the websiteInstitutional Portal, in accordance with Decree-Law No 83/2018 of 19 October 2018 transposing Directive (EU) 2016/2102 of the European Parliament and of the Council on the accessibility of websites and mobile applications.
I. Compliance status

II. Elaboration of this accessibility and usability statement
This statement has been updated to 2020-09-10.
In accordance with Article 9 of Decree-Law No 83/2018, entities must adopt the following monitoring procedures. Procedures A) and B) are mandatory. Procedure C is recommended.

- Characterisation of participants: 12 participants | 2 groups of 6 users were recruited: 5 blind persons; 1 Person with intellectual disabilities; 1 Person with intellectual and motor disabilities; 5 people without disabilities.
- Tasks/Procedures: Task 1 - You want to know the percentage of disability that entitles you to exemption from moderating fees. Task 2 - You have identified wrong information on the site. You want to give the INR that information. Task 3 - You want to find entities that support people with motor disabilities in the area where you live. Task 4 - You want to make a complaint for disability discrimination. Task 5 - You have heard of the Guide for People with Disabilities in Portugal. He wants to get it.
- Main results (summary): Overall the pain points identified with people were converted into implemented opportunities. What we learn from the experience tests suggests that we often do tests in order to have data and cadence in identifying hypotheses of improvement, in their implementation and in evaluating the impact on people.

IV. Other evidence/efforts to make content more accessible and usable
The website Institutional Portal of the National Institute for Rehabilitation is certified with the seal Gold usability and accessibility. The display of the Gold seal means that the Institutional Portal website:
- passes the checklist “Contents”
- passes the accessibility testing battery of an automated validation tool commonly used on the market for ‘AA’ compliance
- passes the checklist “Transaction”
- changes to checklist “10 functional aspects”
- has undergone usability testing with real users, including users with disabilities
V. Complaint of discrimination arising from non-compliance with the accessibility requirements set out in Decree-Law No 83/2018
According to Article 13(1) of Decree-Law No 83/2018 of 19 October 2018, where a person with disabilities is treated less favourably than another person in a comparable situation is, has been or will be treated, which constitutes a discriminatory practice against persons with disabilities, provided for and punished in accordance with Article 4 of Law No 46/2006 of 28 August 2006, that person may lodge a complaint in accordance with the provisions of Decree-Law No 34/2007 of 15 February 2007.
The National Institute for Rehabilitation (INR, I.P.) form to report discrimination, forwarding complaints to the competent authorities. Each year, the INR, I.P. draws up an annual report on the application of the law prohibiting and punishing discrimination on the grounds of disability and the existence of an aggravated health risk (Law No 46/2006 of 28 August 2006).
This Statement of Accessibility and Usability was created with the help of the WAI-Tools PT v1.5 Generator, developed as part of the project WAI - Tools, of which the WADA is an integral part. The Declaration was designed in accordance with Decree-Law No 83/2018 of 19 October 2018.
