Pursuant to Article 22(2) of Decree-Law No 163/2006 of 8 August 2006, in its current wording, municipal councils must send annually to the National Institute for Rehabilitation, I.P. (INR), by 30 March, a report on the situation as at 31 December of the previous year.

This report must be based on the information gathered as part of the monitoring activities carried out by the municipality, during the previous year, on properties belonging to private individuals, in order to verify compliance with the technical accessibility standards approved by the said Decree-Law.

To support compliance with this legal obligation, the INR provides the form “Municipal Accessibility Degree Assessment Questionnaire – 2025”, developed with the aim of facilitating reporting by municipalities, promoting harmonisation and consistency of the information provided and enabling more effective processing and integration of data in the overall assessment to be drawn up by this Institute.

The legal deadline for completing the questionnaire is the day 31 March. However, following Council of Ministers Resolutions No 15-B/2026 of 30 January and No 15-C/2026 of 1 February, which declared the situation of calamity in 68 municipalities, due to the adverse weather conditions at the end of January 2026, and taking into account the constraints resulting therefrom, the deadline for completing the questionnaire is exceptionally extended until 30 AprilIt can be accessed via the following link:
