A Ministerial Implementing Order No 415/2023 of 7 December 2023, which entered into force on 1 January 2024, consolidated MAVI as a social response and established the conditions for the creation, installation, organisation and operation of the social response personal assistance service to support persons with disabilities based on the development of the Support Model for Independent Living.

MAVI takes the form of "personal assistance", provided by Independent Life Support Centers (CAVI), to people with disabilities or incapacities, for the performance of activities that, due to the limitations arising from their interaction with the conditions of the environment, they cannot perform themselves.

With regard to training, Article 14 (3) of the Ministerial Implementing Order No 415/2023 of 7 December 2023, which entered into force on 1 January 2024, defines that initial training is ‘provided in accordance with the legal framework of the National Qualifications System and the National Qualifications Catalogue, specifically the Training Course for Personal Assistance to Support the Independent Life of Persons with Disabilities or Disabilities’, but until the conditions are met, the training must follow the parameters set out in Decree-Law No 129/2017 of 9 October 2017.
