Management of MAVI

National Coordinating Body
The national coordinating body of MAVI consists of the INR, I.P. and ISS, I.P. (Article 30 of the Ministerial Implementing Order No 415/2023 of 7 December 2023, as amended) and is regulated in Order No 4159/2024, 16 April.
The coordinating body is composed of five elements: One member of the governing board of the National Institute for Rehabilitation, I.P. (INR, I.P.), who chairs, two representatives of the INR, I.P. and two representatives of the Social Security Institute, I.P. (ISS, I.P.).
It is the responsibility of the coordinating body to ensure the articulation of the actions developed under the MAVI, namely:
- Determine the holding of periodic evaluation and monitoring meetings with the Independent Life Support Centres in operation;
- Ensure the constitution and maintenance of the national multidisciplinary team, to support MAVI;
- monitoring, regulating and evaluating the functioning of MAVI;
- Define the criteria for collection, assessment tools and provision of relevant information under MAVI;
- Promote training and research under MAVI;
- preparing and publishing information, studies and reports under MAVI;
- issue guidelines necessary to comply with the Ministerial Implementing Order No 415/2023 of 7 December 2023, as amended, and the functioning of MAVI.
Multidisciplinary Team
O Order No 3819/2024, of 9 April, establishes the terms of organization and operation of the national multidisciplinary team to support the Support Model for Independent Living, in accordance with article 31 of the Ministerial Implementing Order No 415/2023 of 7 December 2023, as amended.
The team consists of five members designated by the governing boards of the INR, I.P. and the ISS.P., and the governing board of the INR, I.P. is responsible for designating the coordinating member of the team.
The multidisciplinary team is responsible for:
- Draw up the relevant technical report, whenever it appears necessary for personal assistance to be made available in a greater number of support hours, as provided for in Article 7(3) of Ministerial Implementing Order No 415/2023 of 7 December 2023, as amended;
- authorise the maximum number of persons supported to be higher than that defined in Article 25(4) of Ministerial Implementing Order No 415/2023 of 7 December 2023, as amended;
- Monitor and evaluate the composition of the technical team;
- Promote all the necessary steps for the implementation, development and execution of MAVI;
- Drawing up and proposing a draft contract of employment or provision of services;
- support all entities expressing an interest in providing the personal helpdesk for persons with disabilities;
- Collect and make available all relevant information for the development and effective monitoring of MAVI;
- Draw up the annual assessment provided for in Article 32 of Ministerial Implementing Order No 415/2023 of 7 December 2023, as amended.
The team is also responsible for:
- support the coordinating body;
- Exercise other powers that may be assigned by the coordinating entity.
This regulation enters into force on the day following its approval pursuant to Article 31 of Ministerial Implementing Order No 415/2023 of 7 December 2023.
