Contributions to the revision of the National Strategy for the Inclusion of Persons with Disabilities 2021-2025

The National Strategy for the Inclusion of Persons with Disabilities 2021-2025 (ENIPD 2021-2025) is based on a set of national and international guidelines, bringing a dynamic of articulation between various social actors, raising awareness of issues related to the inclusion of persons with disabilities across the various areas of life.

This cross-cutting nature entails a large and diverse number of measures and entities involved, which can make their implementation difficult.

In this sense, and following the 1st cycle of work sessions of the MTSSS with Non-Governmental Organizations of Persons with Disabilities, it was considered appropriate to develop an action plan for its revision, for which it is intended the involvement of stakeholders, whether the governmental areas, the entities responsible for the implementation of measures, such as Non-Governmental Organizations of Persons with Disabilities.

It is intended to define the readjustments necessary for the proper implementation of the measures, framed in what are the real needs of people with disabilities, but also the implementation capacity of each of the parties, in a working relationship between all even closer and aware of what are the rights of people with disabilities with regard to their quality of life, empowerment and inclusion.

Considering what was approved in the State Budget for 2025:

  • Within the framework of National Strategy for the Inclusion of Persons with Disabilities (ENIPD) 2021-2025, the Government shall make available: a website with annual implementation monitoring reports and up-to-date information, in particular on: i) the timetable with the progress in its implementation and with the actions envisaged; the sectoral annual action plans and their implementation rate; the national and European funds allocated to the implementation of the strategy and the implementation indicators, evaluation and description of implementation targets; iv) The collection of institutional documentation produced; b) Public information on the work carried out and the persons and entities designated to join the Monitoring Committee and the Technical Monitoring Group of ENIPD 2021-2025;
  • The government will approve an National Strategy for the Inclusion of Persons with Disabilities 2026-2030;

We stress that the contributions of all will be an asset for a joint reflection that will allow the elaboration of the new National Strategy for the Inclusion of Persons with Disabilities 2026-2030.
