Design method for improving accessibility

It was published today, September 12th, a Ministerial Implementing Order No 301/ 2019, which defines the design method for improving accessibility for people with restricted mobility in existing housing buildings.
This Decree-Law follows from the terms set out in Article 17(1)(f) of the Decree-Law No 95/2019, of 18 July, according to which the Government shall, by joint order of the members of the Government responsible for the areas of inclusion of people with disabilities and housing, define the project method for improving the accessibility of people with restricted mobility in existing housing buildings, in accordance with Article 9-A of the Decree-Law No 163/2006of 8 August, as amended by Decree-Law No 95/2019, 18 July.
The measures of Ministerial Implementing Order No 301/2019 shall apply as follows:
In simple interventions, only to the spaces, facilities and constructive elements that are subject to intervention;
in medium-sized interventions, to all housing;
In deep interventions, to the building and patios;
In medium and deep interventions, it is accepted that there is only a portion accessible to people with restricted mobility, by housing, with access path coincident with that of other users, unless such adaptation constitutes a disproportionate effort under the principles laid down in Decree-Law No 95/2019, of 18 July, establishing the regime applicable to the rehabilitation of existing buildings or fractions, without prejudice to the fact that, in deep interventions, the 'Technical standards for improving accessibility for people with restricted mobility' set out in the Annex to Decree-Law No 163/2006, of 8 August, under the terms set out in Table 2.
Accessible portion means that part of the building or dwelling which consists of access routes and compartments essential to accessibility.
This Ordinance enters into force on November 15, 2019.
