Public consultation on the National Strategy for the Inclusion of Persons with Disabilities 2021-2025

The inclusion of people with disabilities has cross-cutting implications in all areas of public policy, and it is essential to define priority objectives to guide action, with the first fundamental element being the recognition that we are dealing with citizens with very different characteristics and realities, with different degrees of autonomy/functionality, who need different support, taking into account that the challenges to their inclusion are of a very diverse nature.
The need to deepen the work already done and to continue to develop a set of policies for inclusion that constitute instruments of social collective intelligence, able to counter disadvantages and limitations, and to develop cycles of opportunities for action, inclusion and improvement of the quality of life, are the major objectives assumed by the XXII Constitutional Government.
To this end, it is essential to implement a National Strategy for the Inclusion of Persons with Disabilities for the period 2021-2025 (ENIPD 2021-2025), which will consolidate the broad and diverse reflection that has been carried out since the end of the National Disability Strategy 2011-2013 (ENDEF), always guided and based on the principles and international legal instruments in force in this area.
The ENIPD 2021-2025, now in public consultation for 30 working days, aims to consolidate the progress achieved so far and look to the future, always with a view to strengthening the commitment to the inclusion of people with disabilities, assumed by the XXII Constitutional Government as one of the priorities of its government action and as a corollary of a society that wants to be fairer, more solidary, that respects diversity and sees it as a factor of wealth and progress.
The inclusion of Persons with Disabilities is a strategic objective for the valorization of all citizens. Only a society that includes all people can realise its true potential.
