Activities in support of formal education in the framework of personal assistance

It was published today or Order No 4157/2024defining the activities to support formal education as part of the activities provided for in Article 5 of Ministerial Implementing Order No 415/2023 of 7 December 2023, as amended, which lays down the conditions for the creation, installation, organisation and operation of the social response to the independent life support service (SAVI), which consists of personal assistance to support persons with disabilities, and is based on the development of the Independent Life Support Model (MAVI).

Under the terms of this Order, the following activities may be carried out in support of formal education as part of personal assistance to pupils aged 14 or over under the conditions laid down in Article 8 of Ministerial Implementing Order No 415/2023 of 7 December 2023:

  • Follow-up in daily routines before and/or after the period of school activities and during breaks and school interruptions;
  • Support in the areas of mobility, food, personal care and the administration of medicines subject to medical prescription, as defined in the individual health plan referred to in Article 2(j) of Decree-Law No 54/2018 of 6 July 2018;
  • support for participation in school life, including study visits, collective and extra-curricular activities;
  • support for the organisation of materials and daily routines;
  • Follow-up of activities in the classroom context, or, where applicable, in activities of the work-based training component, as defined by the Multidisciplinary Team to Support Inclusive Education (EMAEI), considering the provisions of the technical-pedagogical report (RTP), the individual educational programme (PEI) and/or the individual transition plan (PIT), when these apply.

The order shall enter into force on the day following its publication.
