O Instituto para os Direitos das Pessoas com Deficiência, I.P. (IDiPD), integra a "Aliança pela Prevenção" da UNICEF Portugal a partir desta quinta-feira, 26 de março, num apelo coletivo à adoção de medidas estruturais para a prevenção e o combate à violência contra crianças em Portugal. Atendendo a que a "Aliança pela Prevenção" defende um novo paradigma de prevenção da violência contra as crianças, mobilizando todos os setores do Estado e da sociedade, para o apoio às famílias e uma proteção efetiva das crianças, considerando que a  Convenção sobre os Direitos da Criança dispõe no artigo 23º de um artigo específico sobre os Direitos das Crianças com Deficiência,  e que este articula-se com a Convenção sobre os Direitos das Pessoas com Deficiência, em face da nossa missão, atribuições e competências o Instituto  procedeu à adesão à Aliança para a Prevenção por entender ser uma mais valia para o acompanhamento das situações relacionadas com as crianças e jovens com deficiência que encontram-se entre o grupo mais vulnerável. De referir que, a UNICEF Portugal lançou, em colaboração com as Aldeias de Crianças SOS, a Associação de Apoio à Vítima, o Instituto de Apoio à Criança e o ProChild CoLAB, a Aliança pela Prevenção, um apelo coletivo à adoção de medidas estruturais para a prevenção e o combate à violência contra crianças em Portugal. The Institute for the Rights of Persons with Disabilities, I.P. (IDiPD), integrates the "Alliance for Prevention" of UNICEF Portugal from this Thursday, March 26, in a collective call for the adoption of structural measures to prevent and combat violence against children in Portugal. Considering that the "Alliance for Prevention" advocates a new paradigm of prevention of violence against children, mobilizing all sectors of the State and society, for the support of families and effective protection of children, considering that the Convention on the Rights of the Child has in article 23º a specific article on the Rights of Children with Disabilities, and that this articulates with the Convention on the Rights of Persons with Disabilities, in view of our mission, attributions and competences the Institute has joined the Alliance for Prevention because it considers it to be an asset for the monitoring of situations related to children and young people with disabilities who are among the most vulnerable group. UNICEF Portugal has launched, in collaboration with SOS Children's Villages, the Victim Support Association, the Child Support Institute and ProChild CoLAB, the Alliance for Prevention, a collective call for the adoption of structural measures to prevent and combat violence against children in Portugal. O Programa Nacional de Desporto para Todos tem candidaturas abertas, de 26 de março a 16 de abril, para apoio projetos desenvolvidos por federações desportivas, que visem contribuir para aumentar os índices de prática desportiva das pessoas com deficiência. No desenvolvimento das políticas de inclusão das pessoas com deficiência é fundamental a garantia de condições de acesso e de exercício de direitos de cidadania, através da sua participação nos diversos contextos de vida, em igualdade com os demais cidadãos e cidadãs. Este enquadramento articula‑se com a Estratégia Nacional para a Inclusão das Pessoas com Deficiência 2021 ‑2025 (ENIPD 2021 ‑2025) , prorrogada até à entrada em vigor da nova estratégia para o período 2026‑2030, a qual consagra a promoção da prática desportiva ao longo da vida, em todas as idades e contextos, enquanto instrumento de inclusão e participação social. Adicionalmente o recente Plano Nacional de Desenvolvimento Desportivo (PNDD) consagra a inclusão como um eixo relevante da política desportiva nacional, com especial enfoque na promoção da prática desportiva por pessoas com deficiência, bem como de responder a desafios persistentes como a acessibilidade, a adequação da oferta desportiva e a qualificação dos recursos humanos. É neste quadro de referência estratégica que se destaca o PNDpT – Projetos na Área da Deficiência , enquanto instrumento de financiamento já consolidado, promovido pelo Instituto Português do Desporto e Juventude, I.P. (IPDJ, I.P.) em parceria com o Instituto para os Direitos das Pessoas com Deficiência, I.P. (IDiPD, I.P.). O PNDpT visa, assim, reforçar a participação regular das pessoas com deficiência nas modalidades desportivas, através do apoio a projetos de desenvolvimento desportivo promovidos por federações desportivas, privilegiando abordagens inclusivas e sustentáveis, para além do contexto estritamente competitivo. Esta convergência entre instrumentos estratégicos e mecanismos de financiamento reforça o compromisso de garantir um desporto verdadeiramente inclusivo, acessível e participado, promovendo a igualdade de oportunidades e consolidando o desporto como instrumento de coesão social. The National Program of Sport for All has applications open, from March 26 to April 16, to support projects developed by sports federations, which aim to contribute to increase the rates of sports practice of people with disabilities. In the development of policies for the inclusion of persons with disabilities, it is essential to guarantee conditions of access and exercise of citizenship rights, through their participation in the various contexts of life, on an equal basis with other citizens. This framework articulates ‑se with the National Strategy for the Inclusion of Persons with Disabilities 2021 ‑2025 (ENIPD 2021 ‑2025) , extended until the entry into force of the new strategy for the period 2026‑2030, which enshrines the promotion of lifelong sport, in all ages and contexts, as a tool for social inclusion and participation. In addition to the recent National Sports Development Plan (PNDD) enshrines inclusion as a relevant axis of national sports policy, with a particular focus on promoting the practice of sport by persons with disabilities, as well as addressing persistent challenges such as accessibility, the adequacy of sports provision and the qualification of human resources. It is in this strategic reference framework that the SNETP - Disability Projects , as a funding instrument already consolidated, promoted by the Portuguese Institute of Sport and Youth, I.P. (IPDJ, I.P.) in partnership with the Institute for the Rights of Persons with Disabilities, I.P. (IDiPD, I.P.). The SNEPT thus aims to strengthen the regular participation of persons with disabilities in sport by supporting sport development projects promoted by sports federations, focusing on inclusive and sustainable approaches, beyond the strictly competitive context. This convergence between policy instruments and funding mechanisms reinforces the commitment to ensure a truly inclusive, accessible and engaged sport, promoting equal opportunities and consolidating sport as an instrument of social cohesion. O Instituto para os Direitos das Pessoas com Deficiência participou no seminário “Percurso de Vida sem Interrupção, é possível para PCDI?” , realizado no dia 3 de março, no Cineteatro Municipal João Mota, em Sesimbra. O Instituto esteve representado por Odete Fiuza no Painel 2 – “Do Passado ao Presente: Direitos que Transformam (Mudanças Históricas e Direitos Fundamentais das Pessoas com Deficiência em Portugal)”. Na sua intervenção, Odete Fiuza destacou que o Instituto para os Direitos das Pessoas com Deficiência, que sucede ao Instituto Nacional para a Reabilitação, entrou em vigor no dia 1 de março, reforçando o alinhamento das políticas nacionais com os compromissos internacionais assumidos por Portugal, designadamente a Convenção sobre os Direitos das Pessoas com Deficiência e a Estratégia Europeia para os Direitos das Pessoas com Deficiência 2021-2030 , no quadro de um paradigma assente nos direitos humanos. Sublinhou ainda o papel das estratégias nacionais enquanto instrumentos de gestão e orientação da ação pública , permitindo definir prioridades, articular políticas e promover respostas mais eficazes para a inclusão. No que respeita à Estratégia Nacional para a Inclusão das Pessoas com Deficiência 2021-2025 , referiu que ainda não é possível proceder a uma avaliação global do seu impacto, uma vez que a mesma se encontra em vigor. Relativamente à preparação da futura Estratégia dos Direitos das Pessoas com Deficiência 2026-2030 , Odete Fiuza salientou que o processo está a ser desenvolvido de forma colaborativa, envolvendo as diversas áreas governativas e as Organizações das Pessoas com Deficiência, de modo a garantir que todos os intervenientes se apropriem do instrumento estratégico e participem ativamente na sua implementação. A intervenção terminou com um apelo ao envolvimento de todos os atores institucionais e da sociedade civil na concretização da nova Estratégia, sublinhando que esse compromisso coletivo é essencial para promover uma verdadeira mudança social, com ganhos efetivos na concretização dos direitos das pessoas com deficiência e na melhoria da sua qualidade de vida e das suas famílias. O Institute for the Rights of Persons with Disabilities participated in the seminar “Life-course without interruption, is it possible for PCDI?” , held on March 3, at the Cineteatro Municipal João Mota, in Sesimbra. The Institute was represented by Odete Fiuza No Panel 2 – “From Past to Present: Rights that Transform (Historical Changes and Fundamental Rights of Persons with Disabilities in Portugal)”. In his speech, Odete Fiuza highlighted that the Institute for the Rights of Persons with Disabilities, which succeeds the National Institute for Rehabilitation, entered into force on the day 1 March, strengthening the alignment of national policies with Portugal's international commitments, in particular the Convention on the Rights of Persons with Disabilities and the European Strategy for the Rights of Persons with Disabilities 2021-2030 , within the framework of a human rights-based paradigm. He also stressed the role of national strategies as tools for managing and guiding public action , enabling priorities to be set, policies to be articulated and more effective responses to inclusion to be promoted. With regard to National Strategy for the Inclusion of Persons with Disabilities 2021-2025 , indicated that an overall assessment of its impact is not yet possible as it is in place. Preparing for the future Strategy for the Rights of Persons with Disabilities 2026-2030 , Odete Fiuza stressed that the process is being developed in a collaborative way, involving the various governmental areas and the Disability organisations, This will ensure that all actors take ownership of the policy instrument and are actively involved in its implementation. The speech ended with an appeal to the involvement of all institutional actors and civil society implementing the new Strategy, underlining that this collective commitment is essential to promote real social change, with real gains in realising the rights of persons with disabilities and improving their quality of life and their families.

A Comissão Europeia abriu a consulta pública sobre o projeto de revisão do General Block Exemption Regulation (GBER), a decorrer entre 25 de fevereiro e 23 de abril de 2026. Este regulamento define categorias de auxílios de Estado compatíveis com o mercado interno, visando a revisão em curso, simplificar e atualizar o respetivo regime. Esta matéria é particularmente relevante para entidades que atuam nas áreas dos auxílios de Estado, serviços sociais e emprego para pessoas com deficiência, sendo, por isso, importante acompanhar e participar nesta consulta pública. No projeto em consulta, destacam-se as disposições relativas ao emprego de trabalhadores com deficiência e à compensação dos custos adicionais associados à sua contratação e manutenção no trabalho, incluindo a adaptação de instalações, a aquisição ou adaptação de equipamentos e software, o recurso a tecnologias de apoio, o transporte para o local de trabalho, a contratação e formação de pessoal de apoio. O projeto relaciona ainda estas medidas com a obrigação de prever adaptações razoáveis, nos termos da Diretiva 2000/78/CE. Estes aspetos conferem especial relevância a esta consulta pública para o setor da deficiência e para as organizações representativas da área. The European Commission has opened the public consultation on the draft revision of the General Block Exemption Regulation (GBER), running from 25 February to 23 April 2026. That regulation defines categories of State aid compatible with the internal market, with a view to the ongoing review, simplifying and updating the relevant scheme. This matter is particularly relevant for entities active in the areas of State aid, social services and employment for persons with disabilities, and it is therefore important to monitor and participate in this public consultation. The project under consultation highlights the provisions concerning the employment of workers with disabilities and the compensation of additional costs associated with their employment and maintenance at work, including the adaptation of premises, the acquisition or adaptation of equipment and software, the use of assistive technologies, transport to the workplace, hiring and training of support staff. The draft also links these measures to the obligation to provide reasonable accommodation under Directive 2000/78/EC. These aspects give particular relevance to this public consultation for the disability sector and organisations representing the area. A cerimónia de entrega do Prémio “Praia + Acessível” 2025 decorreu na passada sexta-feira, 26 de fevereiro 2026, na Bolsa de Turismo de Lisboa, reunindo representantes de diversas entidades envolvidas na promoção da acessibilidade em zonas balneares. A abertura esteve a cargo da Presidente da Entidade Regional de Turismo de Lisboa, Carla Salsinha, que destacou a importância da acessibilidade e da inclusão no turismo balnear, seguida de Paulo Galindro da equipa Técnica do Instituto para os Direitos das Pessoas com Deficiência, que referiu a importância do cumprimento das normas técnicas de acessibilidade. Seguiu-se uma intervenção de Helena Vitorino, em representação da empresa IACESS, patrocinadora dos Prémios. Os vencedores do prémio foram: 1.º Prémio Praia Costeira:  São Lourenço, concelho de Mafra 1.º Prémio Praia Interior: Fraga de Pegada, concelho de Macedo de Cavaleiros A cerimónia incluiu a entrega simbólica dos prémios, com a presença dos representantes dos municípios premiados, designadamente o Presidente da Câmara Municipal de Mafra, Hugo Moreira Luis e da Chefe de Divisão da Cultura e do Turismo da  Câmara Municipal de Macedo de Cavaleiros, Lilia Pereira da Silva. The opening was in charge of the President of the Regional Tourism Entity of Lisbon, Carla Salsinha, who highlighted the importance of accessibility and inclusion in beach tourism, followed by Paulo Galindro of the Technical team of the Institute for the Rights of Persons with Disabilities, who referred to the importance of compliance with technical accessibility standards.
