INR and ASSOL boost training on Person-Centered Planning


As part of its training plan, the National Institute for Rehabilitation (Instituto Nacional para a Reabilitação, I.P.) organised, in partnership with ASSOL, on 30 June, 2, 4 and 7 July, the training event ‘Planeamento Centrado na Pessoa: from concept to implementation”. This action was attended by professionals from various organizations in the country who decided to deepen their knowledge on the subject, decisive for a quality intervention, in order to enhance their professional practices, ensuring their alignment with the effective fulfilment of the rights of persons with disabilities. On the last day of training, which took place at ASSOL, it was possible to get to know the context, talk to supported people, operationalize work tools, as well as share experiences, doubts and dilemmas. In this way, the INR, I.P. remains committed to the dissemination of knowledge about the methodology of Person Centered Planning, widely studied and implemented in Portugal by ASSOL. Government approves new model of AMIM through Order No 8027/2025


Order No 8027/2025 was published in the Portuguese Official Gazette, approving the new models of medical certificate of multi-use disability (AMIM) with the Medical Board for Disability Assessment and with exemption from the Medical Board for Disability Assessment, annexed to this Order. AMIMs shall be issued electronically, via an electronic platform, in accordance with Article 4(2) and Article 4b(1) of Decree-Law No 202/96 , of 23 October, as amended and republished by the Decree-Law No 291/2009 , of 12 October, in its current version, without prejudice to paragraph 2 of the aforementioned Article 4b. Order No 446/2025 of 9 January is hereby repealed. This Order shall enter into force on the day following that of its publication. Program for the Empowerment of Strategic Audiences in the Inclusion of People with Disabilities Opens Applications


Applications for the Programme for the Empowerment of Strategic Audiences for Citizenship and Inclusion for the Inclusion of People with Disabilities and Disabilities (PCDI) are open until 3 October. The main objective of this initiative is to stimulate decisions, practices and initiatives that achieve inclusion, promoting the autonomy of ICPs, through awareness-raising and capacity-building actions aimed at strategic audiences in cross-cutting sectors. The proposal aims to benefit ICPs, as well as their families, professionals, and agents from various sectors with responsibilities in promoting citizenship and their rights. All entities with proven activities in the field of inclusion of persons with disabilities and human rights, including: Non-Governmental Organisations of Persons with Disabilities (NGDOs), classified under Decree-Law No 106/2013 of 30 July 2013 and Ministerial Implementing Order No 7/2014 of 13 January 2014; Social sector organisations that do not have the status of NGOPD but promote publicly funded social responses for persons with disabilities (IPSS); Direct or indirect central government entities, local government, including the public business sector; Non-governmental organisations involved in the promotion of human rights, citizenship and development; Professional Orders, the activity of which of its members is related to contents contained in the PIC Referential: - Order of Psychologists; - Order of Social Assistants; - Bar Association; - Order of Architects; - Order of Engineers; - Order of Technical Engineers; - Medical Association; - Order of Nurses The support to be granted has the nature of a non-repayable grant, taking the form of flat-rate financing (40% - 40%), provided for in Article 18(2)(d) of Decree-Law No 20-A/2023 of 22 March 2023, up to a maximum amount per application of EUR 200 000 (two hundred thousand euros). The awareness-raising and training actions included in the applications submitted must begin and end within a period of 24 months. 2nd Forum "Independent Life: the Personal Assistance in Active Life - Labor Context" - Beja


The National Institute for Rehabilitation, I.P. (INR, I.P.), as part of the National Strategy for the Inclusion of Persons with Disabilities (ENIPD 2021-2025), continues to hold a set of forums at national level to promote discussion on non-institutionalisation strategies and measures. In 2025, the theme of the forums focuses on Independent Living and the role that personal assistance plays in the working life of persons with disabilities, seeking to involve and gather the perspectives of recipients of personal assistance, municipalities, employers, schools and universities. The 2nd Forum "Independent Life: Personal Assistance in Active Life - Labour Context” took place on 8 July, at 2.30 p.m., in Beja, in the auditorium of CIMBAL - Intermunicipal Community of Baixo Alentejo. Focusing on the work context, this initiative sought to stimulate dialogue and the sharing of experiences and perspectives between the different actors in the dynamics of the work context, involving the municipality of Beja, and the local NGOPD, the Cerebral Palsy Center of Beja (CPC Beja). The event was opened by Fernanda Sousa, Head of Division of the Technical Support Office of the INR, I.P. The panel of speakers was attended by Anita Tinoco - Head of Division of the Beja District Archive, Ana Batista - President of the Cerebral Palsy Center of Beja, António Quadros - Recipient of personal assistance from CPC Beja and Ana Carvalho - Personal Assistant of CPC Beja. She also had the special participation of Maria Inácia Campaniço who, due to her relevant experience as coordinator of the CAVI of APPACDM in Évora and also recipient of personal assistance in the work context, it was considered appropriate to invite her at the moment to share her testimony. This forum focused on the role of the Support Model for Independent Living as an enabler of autonomy in the work context and on the opportunities and advantages that social assistance can provide to persons with disabilities in accessing and implementing the fundamental right to work, which is identified as a factor promoting greater inclusion in society. From the perspective of the employer, it is understood that there should be a natural willingness to accommodate workers receiving personal assistance, as well as other persons with disabilities who do not benefit from this support. As citizens with full rights, the focus should be on their potential and the strengthening of their autonomy and not on their disabilities, stressing that they consider the worker receiving personal assistance an autonomous and productive person. The Beja District Archive understands it as an immense benefit to be able to count on the collaboration of a person receiving personal assistance in their work context, pointing out that the integration of the personal assistant in the service was seen naturally, and today they consider her a member of the team. They consider that they are contributing to the paradigm shift in society, and their contribution to strengthening citizenship, participation and ensuring access to basic labour law is very important for the institution. From the perspective of personal assistants and recipients of personal assistance in the work context, there is consensus that we are facing a new paradigm of life for people with disabilities, noting the positive impact of personal assistance in improving living conditions, a more active and free life, less dependence on families. People with disabilities are citizens and citizens with full potential for inclusion in the labour market, and personal assistance provides the necessary contribution to those who need it, in order to achieve their goals and achieve their dreams. The Support Model for Independent Living is perceived as a favorable indicator on the path to building a more inclusive and developed society, highlighting as added value of the model the reinforcement of self-esteem, autonomy and self-determination and more active participation in society. The sharing of experiences and testimonies has led to the reflection that inclusion is built with the involvement of all, persons with disabilities, institutions, social partners and civil society in general, on the path to change mindsets, and for the necessary recognition of the capacities and potential of persons with disabilities in the work context, for a fuller and more effective inclusion. This forum also discussed the theme of assistive technologies, namely Artificial Intelligence, as a complementary mechanism for Independent Living. It was a consensus opinion that although Artificial Intelligence can be an element that enhances autonomy in the accomplishment of some tasks, it can never replace the human relationship and its dynamics, such as personal valorization, team spirit and empathy, also built and essential in work contexts. The forum was closed by Sónia Esperto – President of the National Institute for Rehabilitation, IP. The next forum will be on the theme "Independent Life: Personal Assistance in Active Life – Formal Education” and will take place on 9 September, in face-to-face format, involving the municipality of Santo Tirso.

INR participated in the 1st Technical Meeting of the G20 Working Group on Inclusion of Persons with Disabilities


The INR, I.P. participated in the 1st Technical Meeting of the G20 Working Group on the Inclusion of People with Disabilities, organized by the Government of South Africa that currently assumes the presidency of the G20, an online event that took place from 26 to 27 June 2025, in the Department of International Relations and Cooperation in Pretoria, Gauteng Province, South Africa. The main objective of this meeting was the proposal by the Government of the Republic of South Africa, represented by the Department of Women, Youth and Persons with Disabilities, to establish a G20 Working Group on Inclusion of Persons with Disabilities. The WG aims to provide a dynamic platform of good practices among G20 members to enable their engagement on critical issues on the empowerment of persons with disabilities, with a particular focus on women and young people with disabilities. The objectives of the WG are to ensure that G20 countries accelerate the implementation of existing commitments, principles, objectives and actions set out in the various international instruments on inclusion and rights of persons with disabilities, such as those proclaimed in the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), the 2030 Agenda and the 17 Sustainable Development Goals (SDGs), as well as in the regional instruments specific to each of the G20 member countries. The work of the two days was developed around the discussion of the future functioning of the Working Group. three key priorities , a Promotion of New Technologies and Access to Artificial Intelligence , a Universal Accessibility and Independent Living, and a Dignity of Life, Dimension of Services and Considerations on Inclusion as a priority theme of all Policy Agendas.

National Programme for Financing Projects by the INR, I.P. 2026


Between the days 7 July and 15 September 2025 (inclusive), the deadline for submission of applications to the National Programme for Financing Projects by the INR, I.P. for 2026, which is intended only for Non-Governmental Organisations for Persons with Disabilities (NGDOs). As in previous years, the application process for the Funding Program will be carried out exclusively online, through a web platform provided by the Instituto de Informática, I.P. on the website of the Social Security Direct. INR participated in the Conference “The right to decide: legal capacity and pathways to reform”


The National Institute for Rehabilitation, I.P., as part of its international representation, participated in the Conference “ The right to decide: legal capacity and pathways to reform ”, event organised by European Disability Forum (EDF), together with the Lithuanian Disability Forum and GoVilnius , which took place on 21 June in Vilnius, Lithuania. The theme of the conference was to address the issue of the legal capacity of persons with disabilities and explore ways of reform by promoting the inclusion of persons with disabilities in access to justice. Key topics such as legal capacity and legal recognition, legal reforms, obstacles and strategies for change, and existing barriers such as the influence of the psychiatric lobby, insufficient funds and poor communication with policy-makers could be discussed. The event allowed to create a collaborative space for exchange of good practices, reinforcement of networks and future actions of advocacy at European level by strengthening the commitment of the European Union and its Member States to align national legislation with the standards of the United Nations Convention on the Law of Persons with Disabilities, particularly with regard to the recognition of legal capacity and full inclusion of persons with disabilities.

Opportunity new Notice PRR - Purchase of electric vehicles


As part of the reprogramming of the RRP, approved on 13 May 2025 by a decision of the Council of the European Union, the Public Road Intervention Programme was increased by €6 million (six million euros) for the purchase of 2,000 electric vehicles. This investment is assumed as an instrument that will provide the territories with complementary means to promote the mobility and movement of all people, with disabilities or conditioned mobility, in the community of the historic center/public space. They are the final beneficiaries - the municipalities, which will develop a service adjusted to the characteristics of their territory, which will provide all citizens with disabilities or conditioned mobility with the use of electric vehicles in access to cultural, recreational and other initiatives of interest experiences and dynamics, existing in their communities. The financial support is intended for the purchase of new 100% electric vehicles, namely mopeds and motorized motorcycles or wheelchairs, up to a maximum of €3,000 (three thousand euros) per electric vehicle purchased, a total maximum of 20 electric vehicles per municipality. Social Sciences and Humanities Award for Inclusion - Notice of application


The National Institute for Rehabilitation, I.P. (INR, I.P.) informs that, during the month of July, applications will open for the Social Sciences and Humanities Award for Inclusion. This Prize is intended to reward academic and scientific work by: - Persons, of any nationality, who have carried out work in Portuguese higher education institutions, or in foreign institutions with academic links to universities or polytechnics based in Portugal; - Portuguese citizens whose work has been developed in foreign institutions. Applications may be submitted in two separate categories according to the nature of the work submitted: Category a) Master's dissertations and doctoral theses Category (b) scientific projects developed under the R&D system. The work should address the inclusion of persons with disabilities and be aligned with the objectives of the Prize, namely the fight against discrimination, the promotion of equal opportunities and citizenship, the reduction of barriers in civic participation and the realisation of the rights enshrined in the Convention on the Rights of Persons with Disabilities. Accessibility to Products and Services: New Rules in Force


As of June 28, 2025, the Decree-Law No 82/2022 , of 6 December, transposing Directive (EU) 2019/882 into national law. This decree-law establishes accessibility requirements for products and services, ensuring their adequacy in the national territory. The products and services covered include computer equipment, self-service terminals, electronic communications services, banking services, e-books and e-commerce services. This Decree-Law aims to increase the availability of accessible products and services, improve the accessibility of relevant information and ensure the proper functioning of the internal market of the European Union by removing barriers to free movement. INR participated in the Meeting of the XVIII Intergovernmental Council of the Ibero-American Program for Disability


The INR, I.P. was present at the Meeting of the XVIII Intergovernmental Council of the Ibero-American Program on Disability (PID) , which took place on 13 and 14 May 2025 in Brasilia, Brazil, and of which the National Institute for Rehabilitation is the national representative of Portugal (REPPI: Representatives of the countries in the Programmes and Initiatives). The Intergovernmental Council (IGC) is the highest authority of the Ibero-American Program on Disability and is responsible for defining its objectives, results and activities, as well as establishing procedures and internal organization. It is made up of the government representatives that the acceding countries designate. These people are called REPPIs: Representatives of the countries in the Programmes and Initiatives. The IPRPRs shall contribute to and participate actively in the management of the Programme and the development of the activities, taking on the financial, technical, human and material resources necessary for its proper functioning. The Intergovernmental Council shall meet ordinarily and in person at least once a year. It also holds extraordinary meetings at the request of its members. The meeting, held in parallel with the Ibero-America Forum Incluye 2025, on “Employment of persons with disabilities: a matter of law and talent, served to monitor the activities of the Biennial Operational Programme 2025-2026, and in the election of the new Executive Committee of the Ibero-American Disability Programme, the Presidency will be held by the REPPI of Spain, Jesús Martín and the Executive Committee composed of the REPPI of Costa Rica, Bilbia González and, REPPI of Andorra, Noelia Guillermo. Finally, it should be noted that: in the framework of the implementation of the IDP Biennial Operational Programme (BOP) 2025-2026 , Portugal has proposed to carry out the following activities: : Seminars, Workshops, and/or technical and study visits , which are being coordinated with the technical team of the Programme, as part of Portugal's good practices in promoting independent living (MAVI) as a social response ; in the presentation of the 360° Accessibility Programme and the Digital Platform It is also proposed that a and Work on a Strategy to Promote the 9/9 Rights of the Child in Access to Justice and Effective Reparation An initial questionnaire has already been circulated to assess the legislation in force in the countries of the Ibero-American network.

Outcome of the EPSCO Council on 19 June 2025


On 19 June, the Employment, Social Policy, Health and Consumer Affairs (EPSCO) Council meeting was held in Luxembourg, bringing together the ministers responsible for employment, social affairs, health and consumer protection from all the Member States of the European Union (EU). Ministers held a policy debate on the equal treatment directive, which aims to prohibit discrimination on the grounds of religion or belief, disability, age or sexual orientation in areas related to social protection, education and goods and services. In particular, they discussed whether the Council should continue work on the Directive with a view to achieving the necessary unanimity or, alternatively, whether the Commission, having announced its intention to withdraw the Directive, should prepare a new legislative proposal establishing a coherent legislative framework to combat discrimination in the EU. While several MS were open to the prospect of an updated Commission proposal, a large majority preferred to continue working on the current draft Directive with a view to achieving unanimity. Several ministers drew attention to the erosion of equal rights in many parts of the world and considered that, while continuing to strive for an agreement on the directive, the EU would send the right message of support for the principle of equality. The Polish Presidency of the Council (PRES PL) also presented a progress report on the available Directive HERE In the absence of any additional drafting suggestions from MS raising outstanding concerns, PRES PL could not propose a new compromise text. However, the vast majority of delegations continued to state their strong support for the content and swift adoption of the latest text accessible at the available link. HERE . Ministers also held a policy debate on the new EU action plan. European Pillar of Social Rights and the first anti-poverty strategy. The European Commission has launched a public consultation and one call for evidence on the new action plan for the implementation of the European Pillar of Social Rights This plan aims to contribute to the implementation of the principles of the European Pillar of Social Rights across the Union. President Ursula von der Leyen announced the action plan in its political guidelines. The Pillar establishes 20 key principles They guide the EU towards a strong, fair, inclusive and opportunity-rich social Europe in the 21st century. The action plan respects each country’s social model and improves Europe’s way of life, which depends on the protections and opportunities of our social market economy. The Commission requests views on the impact of the 2021 Action Plan , lessons learned and potential areas for improvement where further progress may be needed. The Commission is also seeking input for a new action plan to be launched in the coming months.
