PIH - Warning No 10/C03-i02/2024 - Opening of PIH Competition – Simplified Scheme
The Housing Intervention Programme aims to improve accessibility in housing for people with disabilities and/or permanent disability, throughout the territory of mainland Portugal, with the aim of supporting interventions in at least 1,000 housing units, and if there is financial availability, a new notice is published setting out the rules applicable to the financial support allocated to the same programme.
Notice No 10/C03-i02/2024 on the Simplified Housing Intervention Programme was published.Notice No 9/C03-i02/2024 is hereby suspended.
This new Call has as Final Beneficiaries the Municipalities and Municipal Companies, and it is up to them to act with the Final Recipients as managers of the application(s) for the physical and financial execution of the interventions.
Final Recipients are persons with disabilities and/or permanent incapacity with a degree equal to or greater than 60%, duly attested on the basis of the National Disability Table, pursuant to Decree-Law No 202/96 of 23 October 1996.
The main requirement that has to be fulfilled by the Final Recipients is the physical implementation of the projects by 30 September 2024, with supporting evidence provided by that date.
There are no limits anymore. intervention, being considered eligible intervention the work (or set of works) of work or the installation of equipment that meet the technical standards for improving accessibility set out in the Annex to Decree-Law No 163/2006 of 8 August 2006, in its current wording, complying with the provisions of this legal regime, and intended to improve the conditions of access and mobility of Final Recipients in residential buildings.
The Final Beneficiary may propose to the INR, I.P., duly justified, the financing of interventions that do not fit in the previous eligible interventions that unequivocally improve the accessibility of the Final Recipient in the use and enjoyment of their housing.
Mandatory documents are kept to a minimum and approval decisions must be taken within five working days of submission.
With the submission of the supporting documents of physical completion, up to 95% of the approved amount per project can be processed from the outset. The remaining 5% will be processed after submission of documents proving financial execution, in a single request for final payment, through the SIGA_BF platform.
In addition, and in order to compensate for the administrative effort involved in managing a project, the objective of which is to improve access conditions in the homes of people with reduced mobility, the submission of these proof-of-conclusion documents will also make it possible to grant, in addition, financial support, directly to the municipality, for administrative costs to manage the application process for works in third-party buildings, which corresponds to 10% of the value of the support approved per project.
The entities have the possibility to resort to this Notice, giving up the applications submitted under the previous notices.
